What if "cities" had some features themselves:
Example:
-Volunteers going Full time (upgrading would reduce turnout time but personnel costs would be higher)
Dispatch:
-Start as we are now: clicking every unit...
Actual system going to a "CAD" system would let the player define a desired response to incidents (Which would implement ideas from "Speedy dispatch" seen on this thread.
Preemptive light system:
Evolving it would let the rigs drive faster...

Upgrading vehicle: (different speeds, etc...)
I like the idea of being able to purchase upgrades for the city as a whole. Very good idea. Im just not certain as to how much would apply to the German way of doing things, & in turn how much of what you suggested could get applied to our version of the game.
